The Children’s Homes (England) Regulations 2015 stipulates that the registered provider must have quality assurance arrangements in place. Children home providers are required to appoint a Regulation 44 Visitor, who is completely independent of the providers organisation and the day-to-day running of the home; or any other home in the providers organisation – and to ensure they regularly make new appointments of such persons.

Independent Regulation 44 Visits Inspection Service

Experienced and Trained Reg 44 Consultants
Reg 44 visits are conducted by individuals who have worked within residential children’s homes and are well versed in the rigours to obtain high standards to meet requirements from both internal and external expectations from Ofsted and placing authorities. These visits are up to two hours long, with a report conducted and sent to the Responsible Individual to be distributed to interested parties.

Regulation 44 Inspections
The role of the Holistic Approach independent Regulation 44 visitor, is to examine and scrutinise the way that a children’s home is managed, along with the quality of care that the children’s home provides for children accommodated at the home.
The Purpose of The Regulation 44 Visit
Regulation 44 visits can be announced or unannounced. The purpose of the announced visit is to meet with young people, parents, staff and the Registered Manager. The purpose of the unannounced visit is to aid spot checking the running of the home. Since the impact of Covid-19 pandemic from March 2020, Ofsted regulations has allowed a prevision for Reg 44 inspections to be remote or physical visits, announced or unannounced.
The Time of Reg 44 Visits
The Holistic Approach Regulation 44 inspectors conducted visits when the children and young people are most likely to be present, and when it is more likely that contact with parents can be established, either by phone or face-to-face when visiting the children’s home, with a minimum of one parent spoken to, during or immediately after the visit.
